Abstract
This thesis is a report of a study conducted into the effectiveness of career counselling and guidance that go on in basic schools with special reference to the junior secondary school. The study was conducted in some selected junior secondary schools and technical institutes within the Kumasi Metropolitan Area. For comparison, however, visits were also made to a few schools outside the Metropolis. A few people were also interviewed in some other urban areas. Over the years succeeding governments have sought to make education more relevant to the needs of the country. Each government therefore had introduced one form of legislation or the other after setting up a commission to review the existing education programme or policy in order to introduce some reforms. As a result, pilot junior secondary schools were set up in all the Regional capitals to help with the smooth implementation of reforms recommended by the Kwapong Commission. The major thrust of the present Reform is the ‘vocationalisation’ of education. In that way much more emphasis is placed on ‘the development of practical activities and the acquisition of manual skills’. However, a recent survey in Kumasi indicates that the present career guidance and Counselling Programme in the junior secondary schools in leaves much to be desired. This thesis then, seeks to investigate the present level of guidance offered at the Basic school level with emphasis on the JSS level, to find out how effective and efficient it is and how beneficial it is to the students in particular and the education programme in general. A survey conducted by the researcher revealed that there is a large number of young junior secondary school graduates and dropouts who end up on the streets of the urban and metropolitan areas struggling to make ends meet. There seems to be ineffective organisation and administration of the guidance and counselling services in the JSS. To help with the collection of data the researcher used the descriptive and analytical research methods. Research Tools including observation, personal interviews as well as’ appropriate questionnaire were also used for the collection of data. All the valid data collected were then discussed and interpreted. Major Findings: It was realized that a few junior secondary school in the Kumasi Metropolis has a well equipped workshop for the effective administration of the prevocational programme in the junior secondary schools. Furthermore, it was also found out that no junior secondary school has a trained guidance coordinator to help guide the young adults in the schools prepare themselves for the working world outside the school. The researcher recommends that steps should be taken to encourage the various communities to team up with their community schools to provide well equipped workshops to help with the vocational training of the students. Additionally, teacher training curricula should include guidance and counseling so that guidance at the basic school level could be improved upon. It is the wish of the researcher that other people will take up this topic and help improve upon it.
