Abstract: A cursory glance at the performance of the existing training institutions, especially when compared with a couple of foreign examples, clearly revealed that their impact was not being affectively felt. This was attributed to a number of reasons, Firstly, the concentration of all the existing training. Institutions in the southern part of Ghana were to the detriment of potential users in other parts of the country. Secondly, some of thee, because of their international commitments could not afford to devote satisfactory attention to the nation’s needs. Thirdly, modern means of instruction involving the use of computers for instance were not being fully explored. Having established the need for another training institute, a comparative study of a few local and foreign examples helped arrive at an optimum number of participants that could be trained at any given time — 200. Residential accommodation is proposed for 120 participants. To avoid the problem created by locating all the existing training institutions in the Greater Acorn Region, all the other regions were explored in terms of levels of government employment, population growth, location and concentration of industries as well as accessibility. The Ashanti Region emerged as the moat suitable choice. Out of three alternatives, sites within the Ashanti Region, the one at Chirapatre along the Lake Road was chosen for satisfying the site selection criteria. The facilities provided comprise basically an administration block, an academic area including a computer centre, a catering section, a maintenance unit, a hostel as well as housing units for junior and senior members of staff. The Computer Centre was proposed not only because computers were an aid to management and decision -making at different levels and in different fields, but also because they were seen as a means of achieving optimum resource allocation and utilization to increase productivity. The objectives of providing staff housing units, inter alia, were to attract prospective members of staff and retain them. The whole project which is to be implemented with the technical and financial assistance of the U.N.D.P will be expected to be realised within eight years after commencement.
