Abstract
This research was undertaken as assessing employees training needs as an important prerequisite for training programmes at IRS in Accra, Kinbu district. The intent of the work was to find out whether IRS embarks on training needs analysis before designing training programmes to suit it. Training in IRS-Kinbu district appears to be routine and lacks any thorough pre-training investigations to determine who needs training or what training will be of maximum benefit to the general service goals. The research methodology involved informal interviews and questionnaires were administered to trainers/facilitators, heads of department, human resource manager and district director to assess the organisation training programmes. The analysis of the results of fieldwork clearly showed that there are loopholes in the organisation training programmes. For instance headquarters sole responsibility for initiating training programmes made it difficult for trainers to identify particular skills gap for the individuals since IRS does not employ training needs analysis to select the right and qualified people due for training. It came to light that most of the staff could not transfer whatever they have learnt to the job after training. The fieldwork showed that there is no post training evaluation system in place. It was found out that the organisation training programmes have got a very weak relationship with its performance. Finally the headquarters should provide the trainers with sufficient logistics and materials and carry out training needs analysis before embarking on productive and effective training. Effective evaluation system is highly recommended.
