Abstract
The main objective of the study was to find out procurement practices in GHACEM in Takoradi in the Western Region of Ghana. The study was to find factors that affect procurement practices in the company. The study employed the use of descriptive survey method. The target population comprised all workers of GHACEM Company Ltd and suppliers of Ghacem in the Takoradi metropolis. The accessible population for the study was workers of the Procurement Unit, Audit, Account Units and suppliers. Stratified random sampling technique and interview guide was used to select the units. Simple random sampling was used to select the respondents. The sample size for the study was 75. This comprised 20 staff of Audit, 25 staff of Account, 25 staff of procurement unit and 5 major suppliers. The study employed the use of questionnaire and interview guide. Data were analyzed using SPSS software and summarized into percentages and frequency tables.
The findings of the study suggested that not all procurement issues were brought to the Department to be addressed. In addition, it was found out that there was no representation of “Procurement Manager” at strategic managerial level” to advice on procurement issues.
It was recommended that Heads of user departments should strictly follow procurement policies in their daily transactions so as to channel all procurement matters to the Procurement Department for redress. Further recommendation was that there should be representation of procurement manager at strategic managerial levels to advice on procurement issues.
