    Knowledge, attitude and perception of implementers of the financial reforms in the Ministry of Health: a study in the Nzema East District, Ghana

    This document presents the objectives, methodology findings and conclusion of a study carried out in the Nzema East District of the Western Region of Ghana between July and October 1998. The aim of the study was to determine the knowledge attitude and perception of implementers of the financial reforms in the Ministry of Health in the Nzema East District. The study was an exploratory one using qualitative research method. Data was collected using a questionnaire which was administered in a face to face interview with randomly selected workers of the Health Services and all members of the District Health Management Team (DHMT) and the executive of the District Assembly namely the District Co-ordinating Director (DCD), District Finance Officer (DFO), District Budget Officer (DBO), and the District Planning Officer (DPO). Apart from the above there was also a review of budgetary allocation to the District Health Service in the Nzema East District from 1995 to September 1998. The study showed that there was a very low level of knowledge among implementers of the financial reforms especially the junior staff on the main components of the financial reforms. It was also found that implementers have inadequate training on new administrative and financial procedures. The study further showed that health workers in the Nzema East District were sceptical about the willingness of donors to put their money into a common basket. Furthermore, the study showed that implementers of the financial reforms in the District favoured the inclusion of the District Assembly iii the financial administration of the Health Services to take part in the monitoring of activities of the Health Services in the Nzema East District to ensure proper accountability and transparency.
