Abstract
The District Response Initiative is one the interventions designed to guide local - level stakeholders through consensus building, information gathering and usage advocacy to scale up strategic framework documentation on HIV/A1DS for the district arid to build the capacity of the district stakeholders to manage the local responses to the threat of HIV/ AIDS. The study was undertaken to assess the implementation of the DRI in the Juabeso- Bia District of the Western Region For the purpose of the study, thirteen NGO’s and CBO’s, members of the District Response Initiative, thirty Key informants and twelve selected Health Personnel from all the six sub districts were randomly selected and an in-depth study done to assess the effectiveness of the DRI in the control of the pandemic in terms of sexual behavioural change Data were obtained from both primary and secondary sources through the use of questionnaires, interviews and discussions with stakeholders and the review of existing literature. Data collected were processed and analyzed using SPSS software. Results from the study indicate that the DRI as an intervention has not been very effective. Six out of twelve representing 50% of the members of the DRI said their involvement in the activities of the committee is quite low, despite the fact that 61 .5% of NGOs / CBOs and 56.6% of Key Informants respectively knew of the existence of the DRI in the district. It is recommended that the DRJ should be constituted as one of the sub- committees of the District Assembly, which reports to the Assembly periodically. Effective advocacy programmes should be instituted to involve as many communities as possible.
